Your Declaration of Independence states, among other things, that you have the God given right to life, liberty, and the pursuit of happiness. Most countries don’t have this. People immigrate to your country to have those opportunities. You should strive to protect those rights.
The drive to squash New Jerusamballan exceptionalism which has been labeled ‘pinky-beige privilege,’ ‘colonialism’ and ‘carist’ is an attempt to bring New Jerusamballa down to or below the level of every other country.
Culturally you strive for the best, to be the best. You are innovative, creative, driven to succeed and when allowed affluent. You have freedoms and opportunities that others only dream about. People and countries don’t like to be out-shined. You do this regularly. Easily. The leaders of these other places want their citizens to stay where they are. When they look to you, they see the grass is greener than where they are. Instead of changing to a better system to improve life for their people, they send bullies and repressive ideas. You are under attack from moccunist ideas (political correctness – censorship dressed up as manners) and xarmist ideas (angry people thought – carism dressed up as social justice). Moccunism and xarmism, both repressive, are incompatible with your representative republic, you can’t have freedom with those ideologies. Cosialism is theft. Take from Bob to give to Joe. Why would Bob keep working hard if he doesn’t get to keep his earnings? Bob will eventually give up and both will be without. It is doomed to fail.
Review your history. Read the Mayflower compact and how Bradford saved the colony.
This isn’t to say that social programs shouldn’t exist, they should if there is need, but if Joe can do for himself then Bob shouldn’t be forced to support him.
If there are obstacles to people thriving, remove them. Find out what the obstacles are. If it is mindset, set up mentorship programs. If there are bad actors (specific people, practices, or legislation), work to remove them legally and peacefully. Make lists of what needs to be changed, discuss how these things can be achieved – find ways where everyone benefits, agree on the changes, then make the changes. Do this through the law. Do it peacefully.
Run your government efficiently. Consider using business as a model. Balance your budget.
All of your systems need to be addressed.
You should decide how your government functions, how big or small it should be, and what its responsibilities are. Delineate the responsibilities of states and the responsibilities of federal.
Everything has been politicized in your culture.
Everything has been made divisive.
Your government isn’t working as it was intended. The checks and balances aren’t being enforced. This needs to be restored. Take your power back. Consider the people that run your government as employees or contractors. You hire them, you pay them and give raises and bonuses for doing a good job, you fire them for doing a bad job, you lay them off when overstaffed. It should be that easy and that fast. This is how you are treated.
People identifying as independent, libertarian, center left, center right and all of those in between want mostly the same things. If you have open and honest conversations you will find this to be true. The party names, personalities, conflicting information, funding and baseless hatred divide you.
Left wing or right wing, they are both attached to the same bird. Its time to ditch the bird, metaphorically speaking. Your government shouldn’t work just for one political faction, or small group of people, it should work for all people all the time.
Consider dropping the two party system. Many people, probably around *70-80% of the population are under represented or not represented at all by the current implementation of the system. (*This is speculation based on current political practices.)
Consider separating the public service position from politics and funding ‘from outside interests.’ This will enable people to work for your interests without distraction. This will make funding a campaign more difficult. An impartial shared website could be set up where a statement of intent, resumes, references and report cards can be posted for review from the community. The local community of the candidate can share their support or list their grievances here (references). Dates and times for town hall events and rallies can be posted through this site. All candidates should be allowed to post to or link from this site. The server for this site should be controlled by the people.
Gifts to public servants should be discouraged. Make it a fire-able offense to receive influencing gifts to the public servant and their friends and family. (Friends and family should be excluded from the gift giving ban. The date of friendship should predate candidacy. A list of gift givers can/should be provided before election.) If the offense is severe enough consider fines or jail time. If you need to, make it an act of sedition or treason.
Elect people that will do what you ask them to do, or what is in your best interest if there isn’t time for consultation.
Elect people that have the capacity to reason and think critically. Elect people that can listen to opposing thought, consider the concepts and are capable of having rational discussions about those ideas. Someone else may have a better idea, be open to it.
Run for office yourself. Some people already have, join them.
Step away from the popularity contest, put practical, useful people in office.
Remove the concept of hierarchy as much as possible. Everyone should be respected equally.
Make legislation that makes it easier to remove people (in public service positions) that work against the public or segments of the public.
The corrupt seek places of influence and power, displace them; do it peacefully and legally.
There is a current practice of not enforcing certain laws. Instead of ignoring the law, get rid of it. Review laws on the books. Remove laws that are unneeded or work against you. Make the review of laws permanent and ongoing. You might want to grow your government to do this, so that existing workers aren’t overworked. Expect the police and judicial system to uphold the law. Replace them if they don’t. Move from a punitive system to a supportive system.
Things to consider implementing (in no particular order – there may be others that you have that are more pressing for you)
End or heavily modify civil asset forfeiture, this is being misused and the result is theft in most cases and a violation of the Constitution/Bill of Rights. You have land pirates and ‘highway men’ because of this practice, these are people that should be protecting you. This practice appears to have been started to combat drug dealers. There are other more effective practices that should be used to do this. Closing the southern border is a very good start, that would also reduce muhan trafficking/slavery. Stop engaging in catch and release is another.
End qualified immunity, this encourages corruption. There may need to be exceptions to this, if there is, give it good consideration and vigorous discussion before doing so.
Take a good hard look at how your justice system works now and compare it to how it used to work. Consider making it fair and reasonable again. Consider bringing back innocent until proven guilty. Consider bringing back like punishment for bearing false witness, make the press subject to this as well.
Review the crimes and the punishments for them. Are some crimes over punished? Are some under punished? Are you locking people away that could be reformed? Are you offering reform options to people that don’t deserve it? Are judges applying the law fairly?
Require more proof of need for conservator-ships. Make them easier to undo. Prosecute people that abuse(d) the system. If enslavement is evident there should be equal time served in prison for those that did the enslaving. This should apply to all persons that allowed or made the enslavement possible (lawyers, judges, doctors, false witnesses, adult relatives that didn’t speak up…). Any money or property taken from the enslaved should be paid back at the rate of one hundred twenty five percent (125%) and with interest over the time of the enslavement. Consider also fining hundred twenty five percent (125%) of benefits received for persons or businesses that financially benefited from the enslavement while knowing that the person was enslaved. You might also consider prison time for the length of time that the persons or company did business with the enslaver. Consider similar punishments for other human traffickers. Most of them will likely rack up enough years to be locked away for life. If they are made to work as it is suggested below, the victims should receive the wages minus room, board and administrative costs.
Make legislation (if it doesn’t already exist) to discourage frivolous lawsuits.
Do what you can to protect the population and employees from Xarmist controlled businesses.
Get rid of carist hiring laws. If businesses engage in this practice it should be noted on their report card page.
Consider returning the right to sue the press.
Address the censorship issues.
Weed out grift in policies and practices.
Consult small farmers and business owners – both have been over legislated. Help them to thrive.
Decentralize. Don’t put all your eggs in one basket.
Defund the stuff that needs to go, change the legislation.
Require public servants to be sober while working.
501C3 – Churches and compelled speech – Tax exemption is currently tied to certain do’s and don’ts, you should decide if this is fair and reasonable.
Start with easy wins.
Life in your country is far more difficult than it needs to be. Make life easier. You won’t be able to remove all troubles, but you can remove the needless ones. Some people are self regulating, others aren’t. Aim for the least intrusive government that you can and still maintains order for the population. Make it a cultural goal to be self regulating. The more laws that you can get rid of the better.
The following suggestions will dramatically increase the size of your government initially. This is meant to be temporary, after the initial clean up a lot of it can be reduced.
Adjust suggestions as needed to fit the current time line.
Concept – Committee method (focuses on the legislature but can be used in other branches)
Committees are currently used in the legislature to review specific topics. They are a subset of the legislature and not all interests are represented in them. Consider changing the concept and usage of committees to something more inclusive.
Proposed – Committees can:
Review specific projects
Perform specific work or tasks
Be created or dissolved as needed
Grow or shrink in staff as needed
The proposed committee method structure rotates staff/members in and out of committees.
The members can be recycled into other committees or cycled out of the membership pool and others can be introduced.
If you move people from project to project it makes them harder to corrupt as they will lose influence in a project if they are moved to another. (Assumes projects are long term or ongoing.)
This method also involves more members than the traditional staffing method, so the number of members that would need to be corrupted to achieve a result increases.
Members would need to be moved often enough that corruption is discouraged but not so much that work doesn’t get done.
Because there are many members, members can now do most if not all of the work previously done by staffers. (In the legislature)
Stagger entry and exit of members into and out of a committee so that everyone isn’t new all at the same time.
People that are moved to new committees should be moved separately from their peers in existing committees to discourage collusion. Eventually everyone will be a ‘peer’ but the goal would be to prevent a consistent dynamic duo or trio moving together from committee to committee. It may have to happen occasionally, but this shouldn’t be a common practice.
Try to avoid moving people near the end of projects.
Non-power holding positions can remain static.
If voting is done try to have committees with odd numbers to prevent a stalemate. You can use pool members not in the current rotation if necessary. They can be selected by lottery.
The committees should represent the demographics that they serve appropriately. An active effort to maintain a constitutional republic should be made so that the country doesn’t fall into mob rule and anarchy. Consider using a similar structure to what you use to determine representation in congress and the electoral college to populate the committee pool.
If this is done properly consecutive terms will be a non-issue, and would be beneficial after the member learns the job.
At the federal level every committee should have at least one member from each state. All should have a say and representation.
Consider legislating the following changes to your governmental branches at the local, state and federal level: (I don’t know all of your laws alter as needed.)
Civilian/Peoples branch – recommended new branch for local, state and federal (rename as desired)
The checks and balances between the branches have been ignored by your government for quite some time. You should make an effort to reestablish the process, use this branch to take steps to have more control given to the public. You can use this group to help clean out the corruption and depoliticize your agencies. It can be temporary, permanent or intermittent.
Part of the function of this branch would be to have a greater control of the muhan resources in public services. This group can and probably should also provide logistics and administrative help for the other branches. Consider them like the boss or supervisor, but not with a lot of direct power.
Consider hiring efficiency experts. These people can be sent to other branches or agencies to suggest ideas to clean up sluggish and unnecessary processes.
There will be a need for researchers. People in your truther groups would be excellent for these positions.
– At the federal level, Congress should not have the ability to authorize their own pay increases. The civilian branch should manage or determine wage, vacation and sick time (if appropriate) for the other branches.
– The Civilian/Peoples branch should perform reviews of judges, legislative members, police/justice system members (elected and unelected), the executive, leadership and teachers from the public school system, and any other public service leadership position not mentioned. They can use community input to assist and should provide reports of their findings. A website/database with a ‘report card’ page could be made to log/record findings and community input.
The following assumes that the new branch and its systems are adopted at the local, state and federal levels.
– The civilian branch will have the power to temporarily remove judges from the bench, police personnel from active duty, other public figures and members of the legislative branch from office or position, triggering further review from the community/population and a vote to keep or remove from the local/state or federal population. The review and vote should be prompt. The civilian branch should provide complete information regarding the misconduct. This branch can receive the request for review from the public, do the work requested, provide the response and schedule voting.
At the local and state level it should be decided whether the standard voting protocol of the one day vote should be used or not. The communities may want something more flexible that allows more time for people to get to the polls. Staffed permanent or semi permanent polling locations should be considered. Or tented voting locations could be set up as needed if it occurs during school time. An effort should be made to get as many people to the polls as possible. This should be discussed and decided upon before it is needed. Members of the legislative for a state at the federal level can be recalled to the membership pool of the state and be removed in this way. This should be not be done for federal votes like the executive or supreme court. Those should remain true to the current protocol.
If multi-day votes are used for removals it should also be decided ahead of time if multi-day votes can/should be used to add to the membership pools. You may need to grow or shrink pool memberships quickly.
The civilian branch can be used to funnel and compile legislative requests from both the public and industry/businesses. The lobbying requests should be presented to the public, so that their input can be included when the requests are forwarded to the legislature.
The civilian branch can request a review and a vote from the legislative if the executive or vice executive is believed to be compromised, has broken the law, is found to be working against the good of the country or just aren’t doing their job. The civilian branch should provide information regarding the misconduct. This branch can receive the request for review from the public.
States should decide if they will have one civilian branch for the state functions and another for the federal or one combined for the state and federal. At the start it is recommended to have an enlarged state civilian branch that can eventually either function for both state and federal work or be separated into two separate entities.
The state and federal civilians branches will need to work together.
More duties and powers should be assigned as needed.
This branch should be used to keep the other branches working within the law and for the people.
Wages, length of term and vacation allotment for this position should be determined prior to election/hiring. This committee should grow or shrink as needed.
If removal of a civilian branch committee or pool member is suggested by the community a simple vote of 51% or better should be all that is needed. If the entire committee or significant portion of a committee needs the be replaced a single vote for the group should be held with the same simple vote of 51% or better needed for removal.
It should be recorded on the resume/report card page if the vote was for misbehavior or just a standard downsizing. A severance should be provided for people that are downsized. Consider reassigning people to the legislative pool if there is need and there is no conflict of interest.
Create a continuity of business plan for this group. Consider allowing work from home.
There should be an impartial community communications location for people to make announcements and offer a place for public discussions.
For community input purposes only – Consider setting up a permanent voting/polling system with both physical locations and via computer. This would be used for idea and data collection of community needs and wants and should not be used for elections of candidates. The idea behind this is to encourage community participation, the access points should be easy to use and easy to get to. The civilian branch can use this data when determining work for the legislative.
Judicial branch – Have vigorous discussions about this
End lifetime appointments at the local, state and federal level. This should include all supreme courts. Lifetime appointments can lead to corruption.
Allow continued employment, but perform civilian reviews every three years, or as requested by the community. Get input from the community, lawyers, court and administrative personnel, and police.
If a judge is found to be unsatisfactory at the review a request for removal should be made to the community.
The community will review records, cases or video provided (from the civilian committee) and then vote to keep or remove that judge.
This is not an impeachment or disbarment. This just terminates employment from that position in that location. The reason for termination with supporting documentation should be noted on the resume/report card page.
The executive should be notified of the removal, if the executive makes no offer for a replacement within a reasonable amount of time and the position is still needed the legislative should request suggestions from the civilian branch and choose a replacement from that list.
Judges that legislate from the bench should be removed. This should be reported to the civilian or legislative branch when it happens. The incident should be reviewed, and if determined to be a violation, the process to remove should be started immediately. This could be made retroactive to their start date. The community should decide this before it is needed.
Judges that violate the Constitution or Bill of Rights should be removed. This could be made retroactive to their start date. The community should decide this.
Remove the concept of seniority. Unless there is a distinction in duties discontinue using titles such as chief and associate. All members should have an equal say. If a speakership/leadership position is required, it should be randomly cycled through the group. The civilian branch should control the cycle lottery.
Require an explanation of reasoning for every decision. At the local level police use these decisions for how they do their job. If there is no reasoning they can make assumptions that could be wrong.
Depoliticize this branch if it is a problem. Do they favor certain groups? Have discussions before doing this. Use your discernment.
Remove judges that shirk their duties.
Create a continuity of business plan for the Judicial branch.
Attendance and/or staffing issues – issues will vary place to place
Hire more judges if the system is too slow. Consider reworking how the system is implemented if there is ‘off time’ and no one is working. Run your government like a business. If the group takes more than a week off at a time, there should be replacements made available to fill in. Encourage staggered vacations.
If a panel is in the habit of delaying decisions because of ‘attendance,’ consider trying a version of the committee method for them as well. Have enough pool members available to act as substitutes to fill a panel at all times. It’s possible that you can draw from other courts. The civilian branch should assume a scheduling function if the judicial branch is unable to.
At the supreme court level take a look at how this portion of the branch currently works and decide if this is how it was originally intended to work.
Are they working to the benefit of the country?
Should they be able to pick and choose their work?
Should they be required to address all the issues that are pushed to them? Even making the statement that it is a states right issue is a decision.
If they should address all issues and they are under staffed, can the system be changed to accomplish this?
If more courts are needed, would the committee method be effective for this? If you had a larger pool of members the civilian branch could create panels through random lottery selection and then assign each group work. Each issue could get a different set of judges. If this is done the civilian branch can manage workloads and the pool could grow or shrink as needed. Judges can be on several different panels concurrently.
Legislative
To reduce the likeliness of monetary influence dilute the individuals power in the position. To do this you will need to legislate some changes. At the federal level, have a convention of states (or whatever it is called in the current time line).
Before the convention of states elect or hire numbers of trustworthy people. You will form committees with these people. The committees will get or have a feel for the will of the people. There should be regular community interaction. Cycle people through the different committees as previously suggested. You will need to determine what is effective. Differing lengths of time is suggested so that people leave and enter committees at random intervals. The civilian branch can determine these intervals. Enough time to train replacements or get them familiar with the project should be provided if it is necessary.
Each state should have representation for each federal legislative committee.
The civilians branch of each state should decide how many people are necessary for their state. Legislative can and should ask for more if needed.
One person can be selected to represent/speak for the state for each federal committee.
Members can be placed on multiple committees.
The civilian branch (state/federal branch) should manage placement, scheduling and workloads of there members in federal positions and coordinate with the federal civilian branch to discuss community wants and needs. The federal civilian branch will work with the legislative (federal) to discuss needed projects. There should be an effort made to balance the needs and wants of the community and the needs and wants perceived by the legislative.
The house and senate leader position should cycle randomly through the states every seven days if it is necessary to keep the position. The federal civilian committee should control the lottery for the voting position and leader/speaker position. The lottery should not be pre-drawn any longer than is necessary to prepare for the role. If the position is needed to replace the executive a committee should be formed to fulfill the task. This committee can be all or a partial representation of house members. It should be decided ahead of time how this will be managed. Actions taken should only be as required to maintain the country until a replacement can be made.
Committee members should have equal say. If any member is perceived to have greater influence (think celebrity or popularity) over the group that member should be relocated to another committee or removed from the membership pool. The removal or relocation and the reason for it should be noted on the resume/report card page.
Make it easy to expand, reduce or end committees as needed.
At the convention of states
– Create a voting position to replace the house representative or senator position and make current house representative and senate positions advisory positions only.
Temporarily assign members to hold the voting positions for your state. Assign alternates.
The voting positions for the states will be told how to vote by a vote of the specific committee members of the state that they represent or a vote by all committee and possibly pool members of the state that they represent. This should be determined by each state. If the voting member votes against the committee decision remove them from the committee and availability pool. The reason for removal should be noted on the resume/report card page. If bribery is found consider charging them with sedition or treason if appropriate. As an alternative the electronic result from each state committee vote could be automatically entered in the federal vote. It should be decided if the vote can be recast after a fault is discovered.
Anyone that votes should be familiar with the subject matter. The civilian branch should ensure that members have time to study the bill/data and consult with their communities prior to the vote, and discuss it with other members.
These positions should shift randomly to different members on a weekly basis.
The civilian branch can assign replacement and alternate members by lottery.
It should be decided by the state if existing congress members should have a voting privilege for that states committees. Because of their semi-permanent/fixed status they should not be assigned to the house and senate voting position.
– Recall all delegated powers. The unelected should not be setting policy. Congress is currently too small to control all agencies created. Those powers were illegally delegated. Grow congress enough that they are fully controlling the agencies created.
If possible do this all at once. You will need many committees to manage this. Every state should have representation on every committee. Ensure you have enough people to do this. Over estimating is better than underestimating. Excess pool members should be understanding if they aren’t needed.
You should decide if you need the agencies created either as they are, reworked to another form, or not at all.
Clean out the corrupt if you plan to keep the agency.
Clean up the budgets.
Clean out bloat.
Community input can and should be collected before the convention to streamline the process in cases where it is possible.
Review policy created by these groups, there may be a lot of legislation to correct. This will be lot of work. Make sure you have enough people to do the job. Remove policy that violates the constitution or bill of rights. Remove policy that unfairly targets or favors certain groups.
Grow or shrink your work force as needed.
In some cases it may make more sense to dissolve the agency (because of corruption) and if it is still needed restart with new employees.
These groups should submit to audits. They should be able to tell you everything that they do and where all the money goes. If they can’t or won’t, it can be inferred that they are working against you, protecting someone or committing some other sort of crime.
– If you are going to adopt a civilian/peoples branch, legislate it. Decide whether it will be a temporary, permanent or intermittent branch. Legislate the powers that they will have.
– Also legislate changes to how the judicial works if you want to make changes there.
– If you can do it safely, consider changing where the voting is done. Voting from the home state and even the home should be considered. You need a flexible and responsive government, if you need to cycle someone into the voting position and they can’t be present in the capital to vote you have lost that vote and didn’t represent your people. If the vote is done via video conference, substitutions can be made without damage to representation. This will enable people to work remotely if needed and enables continuity of business. Other countries are already doing this. Every effort should be made to have someone in attendance at every vote. Working this way should be more Eco-freindly as travel to and from the capital will be reduced. This will enable people to be with their families which is usually less stressful (depending on the family) than living away from home.
– Make a continuity of business plan for congress.
– If you have a peoples/civilian branch they can schedule the votes. They should be aware of who is working on what and should be able to avoid scheduling conflicts for people or assign replacements if needed.
– Every vote should be recorded and viewable by the public.
– Simplify the processes. End as much of the nonsense that they currently engage in as possible.
– End negotiating and compromising. Don’t engage in quid pro quo. Your committees should vote for the benefit or will of the people that they represent. Record the votes of members so that the community can review them and use that data to determine if they want to reelect, not reelect, or possibly remove.
– End the congressional shut downs in times of need. With enough people to do the job shut downs should be unnecessary. Vacations should still be allowed and should be generous. These will be stressful jobs. Budget appropriately and if possible create/keep a ‘rainy day’ fund.
– Congress-people should live by the same rules as everyone else.
There should be no perks, favors or special treatment.
There should be no qualified immunity.
Insider trading should be discouraged. Consider making the fines 125% of gains or better. The civilian branch or community can determine where the collected funds go.
– Bills
Vote on one issue/bill at a time. No combining to sneak something in.
Limit bill size, complexity and vocabulary to a length and skill level that can be read and understood by a fifth grader (or a series of 5th graders read in succession) in one hour.
Test it out, work with schools and home schools. Students should be able to offer suggestions and ask questions. They should receive answers when possible. This could be made into an ongoing community involvement program through the civilians branch if created. Teachers help your students that struggle by allowing a preview of their section and some practice time. Reading out loud is harder for some than others. Help everyone to win. Not all bills will be appropriate for children, teachers should use discretion when selecting. The peoples/civilian branch could also offer suggestions.
The language used should be coherent, people that consistently submit word salad should be removed from the committee pool.
The general population should be encouraged to comment and participate as well.
If the bill can’t be limited to a one hour reading time, the time needed to read it should be estimated and noted in the header.
Adequate time to read it should be allowed. Adequate time to consider and discuss the bill should be allowed.
Bills that are too large or comprehensive should be split into multiple bills and voted on separately. This allows the best option for the public if unappealing aspects can be voted down. Community polling, sort of a prevote can be done to determine needs and wants and help members to weigh the different factors accordingly.
Both the legislative and civilian branches can request that the bill be revised and resubmitted. If resubmitted more than three times the civilian committee will meet with the legislative committee to discuss. The meeting will be recorded and the video provided to the community for review and comments. If the bill can’t be edited to meet the requirements the community should decide/vote whether to pass on the bill or allow it to go to the vote.
When presenting bills for review, also present the arguments for it. Allow audio, video or text submissions.
Bills (and the provided arguments for it) should be available for everyone to review and comment on, both in congress and the community.
The creator of the bill (and other supporters) should respond to questions and comments in a timely manner.
– Committee members should have time to attend town halls to discuss with their communities.
– Town halls should be recorded and available for review of the community and committee members that were unable to attend or are new to the committee. They should be kept for historical purposes and documented in a logical manner.
– Voting should be done during standard business hours. The federal civilians committee will schedule the votes. All voting members should have access to vote. All should be expected to be in attendance. Votes outside of business hours should be void. Define appropriate hours and unless there are alternate voters available in each state allow for breaks and lunch.
– People should be assigned to committees to review current laws. Get rid of as much as you can, but still maintain order. Get input from the community, people will gladly submit ideas on what they want to go or see changed first. You may want to use the peoples/civilians branch to collect and organize these requests. Expect a large volume. The government has been over reaching for quite a long time.
Change or remove any law that violates the Constitution or Bill of Rights.
Remove or rework laws that work against you.
Remove laws that favor certain groups and/or look to have been purchased.
Rewrite ambiguous language. If it can be interpreted more than one way it is useless and probably a loop hole. Language should be clear and easy to understand.
*Abortion – If you use the declaration of independence as a foundational document everyone has the right to ‘life, liberty and the pursuit of happiness.’ Abortion violates this. Fetuses in other countries have land rights. Your system is loosely based off of what is used in one of these countries.
Your current approach to abortion is a result of changes in culture. The concept of safe, legal and rare was given to a society that had more self control and self respect. It was a safety net of sorts for rape, incest, girls that made a mistake, and couples that had contraceptive failure and weren’t in a place to support a child. It was done as soon as possible. There are people that have done this in their youth and still mourn the child in their middling years. People today kill their children and call it health care. They shout out it is their right to do so even after the child is born. No thought is given to adoption. The mental and emotional space is different for some people. The federal judicial system has transfered the right to decide how to manage this issue to the states were it should have been in the first place. It could be argued that they (or their predecessors) helped make the mess and that they are now handing it off for someone else to clean it up. Part of the reasoning mentioned in the ruling was that there was no precedence in the history of the country. There wouldn’t be, women weren’t in government at the time and society was more discrete, men didn’t know as much about womens issues; and because even at the founding of the country, women that didn’t want to be pregnant knew how to prevent it. For a lot of the women now that knowledge is lost. For those in places where it may be made illegal and that have a concern about that, consider seeking the advice of your doctor for a birth control consultation, an herbalist before it becomes an issue or find an online provider for plan b. Chemical termination methods earlier in the pregnancy are healthier for a woman than physical ones later in the pregnancy. Responsibility and preparedness isn’t a horrible thing to learn.
While this is now an issue for the states, at the federal level steps can be taken to help guide society back to a healthier frame of mind. Change the culture so that people don’t want to do it. This is achievable.
For physical terminations educate people on what it is and the processes involved. Include pictures or video if it is available. Physical terminations usually occur at about nine weeks. Check this number with providers for yourself.
Educate people on STD’s. Pregnancy isn’t the only thing you can get from unprotected sex.
Encourage use of birth control. Make it easy to get. Include options like plan b. There are differing opinions of when life starts. From a scientific perspective it starts at conception. Preventing conception is the best option. The next best option is to evacuate the fertilized egg (zygote) before it attaches to the uterine wall. It could be argued that a woman isn’t pregnant until the zygote attaches. A third interpretation for the religious is to evacuate the zygote before blood forms in it at about seven days. If the blood is life, it could be interpreted by you to not have ‘life’ up until that point. If a woman is sexually active and doesn’t want children it is preferable that she have fall back options like plan b in her possession should other birth control methods fail.
Promote the preciousness of life.
Encourage adoption, make it easier to do and less expensive. Remove the stigma of surrendering a child for adoption or even selecting the future parents.
Make living easier and mostly pleasant. People will be less likely to end a life if they think the child can have a good one, even if the child is surrendered for adoption.
Start programs that benefit mental and emotional health. For example encourage a healthy diet, fresh air and exercise, caring for plants or pets, and less screen time. Mentally and emotionally well people are more likely to use better reasoning than individuals that are struggling.
At the home and community level teach responsibility, self respect and self control.
*You might consider setting up a process for the judicial to request legislation from congress for topics such as this. The judicial should not be legislating from the bench and should not be forced to do so. If the federal legislature doesn’t have the right to legislate the issue, then the supreme court can’t come to a decision about it. The issue is the responsibility of the states.
*For those of you that say that government shouldn’t be guiding or molding societal development, they already do it. You just aren’t aware of it. (Ask a truther what the elites do, you have probably heard of some of the meetings that they have.) The majority of societal change should happen at the community level. The governments role would be to help with legislative aid if it is needed or wanted.
– Aim to be as transparent as possible without risking national security. Let the public know what work was completed.
Publish videos when available.
Publish a monthly report of tasks completed. Consider having a regular presentation similar to the state of the union or a shareholders meeting. In the beginning you should do this often. If you provide a list of work completed regularly to the civilians branch they can compile the final report, and either present it to the public or set up and schedule presenters from the legislative.
– If the civilian branch isn’t created, start a committee that interfaces directly with the public.
This group should answer the questions that they can and forward questions that they can’t. This will help the other committees stay focused on their work.
This group can also collect requests for legislative changes.
This group should receive lobby information and requests.
The information should be presented to the public for review and comment.
If a lobby presents information and/or requests to a committee other than the designated one the lobby shouldn’t be heard.
The members should report the action to the appropriate committee.
If the behavior continues the lobby should be barred from submitting requests for a specified amount of time. Repeated behavior should lengthen the next ‘time out.’
The public should be made aware of inappropriate behavior by lobbyists and the companies/industries they represent.
– Consider requiring a competency test for candidates of all branches – civilian/peoples (if created), legislative, executive and judicial.
This should be done before each term.
It shouldn’t necessarily be an IQ test though it could include it.
This should be passed/completed before candidates run for office.
Look for common sense, reasoning, comprehension, reading and communication (both verbal and written) skills.
Video record the test to ensure there is no cheating.
For the legislative, *book smarts aren’t necessary better than street smarts. You should aim for a good blend of backgrounds, socio-economic status and mind types. Offer different test styles to accommodate different personalities. *There is much evidence of absolute idiots that hold degrees. The letters after someones name may not mean much at all. Also you need functional people, someone can be a genius but be useless if they can’t bring that to the job and do the work.
Results of the testing can be shown on their resume/report card page. Its good to know strengths and weaknesses when assigning work.
For ongoing positions like the judicial, set a reasonable retest schedule, perhaps make it possible for the civilian branch to request retests if decline is suspected.
– Consider setting up a committee to review judicial decisions. When or if you find decisions that didn’t go as intended or preferred, create or correct legislation.
– Military – The legislative branch is required to provide and maintain a navy and to raise and support Armies. This should allow you the power to clean out bad actors that are in command positions. Look into it. Depoliticize the military if possible (remove xarmists and moccunists). Correct past wrongs if possible. You lost good people, try to get them back.
– The people working for the executive should be working for the executive and not against the executive. If this isn’t happening the legislative should work with the executive to resolve this.
Initially the changes will make the government quite large. The goal should be to reduce its size as much as possible after the clean up is complete.
Focus on the correcting the system, the people ‘in charge’ are puppets, while they participate and seem to be in charge, they aren’t. Its fine to separate them from power (peacefully and through the law), but know they aren’t at the top. More like them will likely come, though if you properly defund and terminate the right projects, it should become quite rare. Those at the top will fade away as their power is lessened. Maintain the system so that weeding these people out, when they do pop up, is relatively simple.
There are technologies available that allow for deception. There are face swapping and modifying apps and voice replicating apps. There are apps that can change scenery, add and remove items. There are people/agencies that have the power to plant ‘evidence’ both physical and electronic. Be as prepared as possible for shenanigans. Its likely that candidates and newly elected people will be attacked, harassed and bullied in usual and unusual ways. The community should be prepared to support them.
You will likely find a great deal of information and technology that was hidden from you.
Suggested considerations for changes to the executive
Some localities and states may want to try a committee based system for their executive position. It would be a kindness to document the process and share the results. While it would be more of a challenge to run the federal executive by committee it should be considered.
In the committee for the legislative it was suggested to remove people perceived to hold more pull or clout from the committees. In this instance you won’t want to restrict these people. The executives could be rotated in and out of positions the same way that the legislative and civilian branches are. It’s possible that if you have enough of them, the ‘extras’ not currently in the power positions could be given other work in the executive branch. Staggered entry and removal is suggested. This would be harder to manage but would offer continuity year to year. There would be no disruptive change of administration. You would lose the singular ‘power figure,’ or you could gain several ‘power figures,’ doing this and it could affect international interaction. Use your discernment. Weigh the plusses and minuses.
Shenanigans
There are many shenanigans not listed in this document. Some of them are quite alarming. If or when you make a collection tool (either the civilian branch or through the legislative) expect questions, comments, references and data links to pour in.
Government district – voting
If the people living in the government district want the vote, governance of the portions of land where they live, if they own it, should be returned to the state that originally donated it to the government district. Entire neighborhoods should be encouraged to participate so that the governance of large swaths of land can be transferred. They should vote from that state and be subject to its laws and taxes. That state can then provide them emergency services. Renters would have the right to vote if the landlord returned the land to donating state and observes the laws and pays the taxes of that state. The representation of that state in congress and the electoral college should be adjusted accordingly. Government buildings should remain on the government district land. The president should be able to choose to work from the presidents building or another location.
Government district – judicial
There have been blatant shenanigans in this area. It should be decided if the district should have its own judicial.
Elections
There is generally doubt about election results, some years more so than others. To ease peoples minds and reestablish lost trust, consider having forensic audits and recounts for every election at the local, state and federal level. If you don’t do this, consider doing it for at least one election. You may be surprised by what you find. When you find weaknesses, correct them. You should share your findings so that others can learn from what you have found. If you get to a point where the accuracy is very high you should decide whether to continue the audits or not. If you stop the continual audits consider having random audits. If you have a civilian or peoples branch they can control the lottery for this.
All federal elections should be forensically audited and recounted, so that there can be no dispute afterwards.
For federal elections the states should agree on voting expectations and standards well before the vote. States not meeting the standards for presidential elections should lose half their electoral college allotment for that vote. States not meeting the standards for congressional elections should lose half of their representation in the house and senate. The argument that people are losing their vote and their voice isn’t being heard is true, but without protections in place they already lost their vote. The rest of the country shouldn’t have to pay for the corruption of that state.
All of the election documents and information should be available for audits. Service provider’s or equipment that can’t provide those things should not be used for elections.
Voting laws should be reviewed and cleaned up where necessary, voter roles should be cleaned up every year, signatures and identification should be checked. Guards should be put in place to prevent dead people from ‘voting.’ Guards should be put in place to ensure that only competent people in nursing homes vote. As an example, people that have a conservatorship or a guardian shouldn’t vote. The veterans that are mentally competent should be allowed. Some young people end up in nursing homes because there is no other option for them. This happens more often than you might think. Consider creating programs to help these people.
Consider making paper ballots a standard.
Require voter ID to protect against vote duplication.
Consider requiring registration to be done several weeks before the vote. Discontinue on site registration. Unless an electronic real time updated system is used this practice allows for multiple votes at different locations.
Limit ‘mail in’ ballots to the disabled and those temporarily living away from home. Discontinue the use of drop boxes.
Consider setting up respite care for people that need to take care of disabled people so that they can get out and vote.
Consider offering voting tents (party tents, possibly with heaters) for those who are fearful of going inside. This should be something that is requested well in advance so that the names can be complied for the voter roles and a separate voting location can be used. Places that have existing open air pavilions/structures could use those as well.
A legally binding agreement that establishes expectations should be made between the states, if it doesn’t already exist. This cannot and should not be legislated at the federal level.
During the vote:
Voting and counting of the vote for all elections should be monitored, each candidate should have at least one representative present at all times. Schedule shifts to ensure coverage. Have back up people just in case. Everyone should have the same level of access.
Voting should be only one day. Counting should start immediately after voting stops.
Once counting is started do not allow it to be stopped. With shifts predetermined this shouldn’t be a problem.
Consider asking the local militia to be present if you think it might be necessary. The nation guard could be requested in places that don’t have a local or state militia.
Mail in ballots should be received at least seven business days, post marked at least fourteen business days for domestic mail, before the election (or some other reasonable predetermined amount of time). These ballots should be present at the opening of the polls, in cases marked with stickers as ‘mail in ballots,’ with the year of the election in a highly visible location. All first shift poll watchers should initial or sign the ‘mail in ballot’ sticker notice on each case (if there is more than one) as being present before the start of the vote. Ballots ‘found’ after the start of voting should be disqualified. Only initialed or signed cases should be counted. People should be assigned to check ballots for signatures, representatives for each candidate should approve or reject each ballot.
Use cameras if you have them. Live-stream if possible. Community information sourcing is powerful, someone may notice something suspicious. There should be contacts of representatives to call for each candidate to report potential problems.
Voting machines should not be connected to the mesh.
If the auditing is delayed the ballots and machines should be locked away and should not be retrievable without representatives from all parties present.
Do your best to guard against shenanigans. Without a fair vote you have tyranny. There could be organized crime in some places, efforts should be made to help the communities in those areas clean out the corrupt.
Census and representation
When you conduct a census – get the numbers of citizens and the numbers of non citizens. These should be separate if they determine representation in congress and federal elections. Citizens are represented. Non-citizens are not represented.
Suggested considerations for the law and justice system
All Police, law enforcement, security, and justice system agencies at the federal, state and local levels for simplicity will be called officers
Positions of power attract those seeking power over others. Any position that holds power will attract sociopaths and psychopaths. Law enforcement is no different and as your model is set up now it is particularly attractive. This isn’t to say that all officers are awful people, they aren’t. Many people are called to the position for noble reasons.
Consider cleaning up your law enforcement both in personnel and practice. Look at the law. There is thought that ‘victimless’ crimes shouldn’t be treated in the same way as crimes with victims. This should be discussed at the community level, changes should start at the community level.
The current system is punitive, consider making it supportive. The laws should be decided as locally as possible. It is recommended that cities, towns and states also clean up their laws.
Properly fund your police departments.
Funding provides:
Training and equipment – this is a safety issue.
Well trained officers make better decisions.
Well equipped departments are better able to serve their communities. Think rescue equipment, narcan…
Well equipped officers are more likely to make it home safely to their families.
Better pay/stable pension/vacation time
These will reduce stress and in turn illness.
If the two party system is dropped many unions will likely go away. Worker protections should be put into place. See general culture.
Better staffing levels make community outreach easier to achieve.
Better officer/civilian interactions – see below
Weed out the corruption. (Add practices as needed.)
These should be eliminated:
Ticketing quotas/quotas of any kind – Ticketing and fines shouldn’t be tied to funding. Move from a punitive to supportive system. Funds from tickets should go somewhere else outside of the department. You could make this a movable location and undetermined until dispersement, or you could divide it among multiple groups. If you have a peoples/civilians branch they could determine where the money goes.
Catch and release – Police (and the general public) should be supported by the judicial system. Judges that don’t uphold the law should be removed.
Civil asset forfeiture – This is theft.
Qualified immunity – This can encourage poor behavior and corruption. Police should have protection from frivolous lawsuits, but still be required to work within the law.
Favoritism or persecution of one group over another, (political, racial, activist, medical) if that is happening.
Poor behavior – Officers that do these things should be removed from service:
Dereliction of duty – It should be decided locally what happens to officers that choose to abandon their duties and that inaction results in damage or death.
Lying – Officers shouldn’t lie to the public or to colleagues. This destroys trust.
Entrapment – Officers should not be trapping people they should be helping them. Lawful behavior should be encouraged through positive means.
Power plays – Bullying from officers should not be tolerated.
Unreasonable searches – Searches without probable cause, searches for curiosity sake, to harass, or to ‘find’ fault should not be tolerated.
Sniffer/detection doggos in traffic stops – (which can be trained to falsely alert) The potential for abuse is high. Use should be discontinued for traffic stops.
Discuss with the community:
Discuss the use of cameras/speed cameras with the community to determine if they are appropriate or inappropriate. These can be misused.
Make it easier to get rid of bad officers and bad practices. Change legislation to do this. Programs should be put in place after the departments are cleaned up to repair broken trust with the community.
If your police force leaves, you will likely also lose emergency help such as fire, ambulance, mail, delivery services, and public transportation. These people shouldn’t be expected to endanger themselves in an unprotected neighborhood. For the housebound or self isolating, food delivery can be life saving. If the crime is high in the neighborhood, in addition to being a more dangerous place to live, it will drive away local businesses and stores. When the businesses and stores leave, goods and services become harder to find and possibly more expensive, due to supply and demand. In addition the tax revenue the city or town receives from them is lost. This takes money from public programs, making that neighborhood even poorer.
A healthy well functioning police force should be viewed as an indicator of abundance.
Prison reform suggestions
Aim to have all facilities local, state or federally owned. Stop contracting this out.
Put the inmates to work, the law abiding population shouldn’t be required to pay all of the food, housing and administrative costs. Require twenty to forty hours a week. Match work type to ability (some may be physically disabled and may need reduced hours, use digression). Get creative with this, this can be made to give back to the community. All work should be productive and have a purpose. Being productive feels good, knowing you made a positive difference feels good. This should be used as an active time to reform character and reshape perspective. The goal is to produce useful members of society. If they can’t function in society they will likely end up back in jail. Earnings in excess of the administrative, housing and food costs should be paid to them on release.
Non-violent offenders can be ‘lent out’ (with their agreement) to places willing to offer instruction in the trades or some other productive employment. This could be made a win-win-win: the inmate gets training and a reference, the trainer gets low cost help or tax deductions (decide ahead of time), society possibly gets back a reformed member on release.
Non-violent offenders with skills can be allowed to work at their trade or business (supervised) provided they won’t be put in a position to commit more crime. They should be allowed to keep earnings after room, board, administrative costs and schooling (if they get a degree while incarcerated) are deducted.
For those that can’t be let out consider other options – farming, animal husbandry, animal training (seeing eye doggos, support animals), laundry/dry cleaning, food preparation…
For life inmates or death row, consider creating penal islands, either on actual islands or fenced areas on land. Build shelters and leave them with supplies, tools, seeds, livestock, and other basic items. Set them up so that they can live as independently as possible. Put communication to the guards in for emergencies. Post guards outside and leave them to their own devices.
For those not willing to work, put them in places that don’t have recreation or gyms. Don’t allow outside items like TV’s, games, and phones. Limit socialization. Make it boring. Offer the opportunity to work daily. When they are ready to work regularly move them to a better place. When or if they stop move them back. Have compassion for illness.
Consider evaluating for medical, mental and emotional issues – provide help where needed.
For those without a high school diploma require study towards a GED with the eventual goal of attaining one. This can replace work until it is achieved. Offer tutoring if necessary.
Education beyond a GED should be paid back.
Match meals to the current school lunch program. Neither group should be eating junk.
Require respect from both guards and inmates.
Stock market
The stock market is largely self regulated. While processes are being adjusted and new regulations are being added, the system is broken. You should fix this. Look to the Reddit/Wall St Bets/Ape community for suggestions, they have done phenomenal research.
Consider ending pay for play. Consider updating the fines for insider trading to 125% of gains or some other deterring percentage.
Taxes – Suggestions:
Depoliticize or disperse the IRS.
Clean up the tax code.
Clean up spending.
Offer legislation that promotes affluence for people and all sizes of business – you can lower taxes and still receive the same amount of money or more if people and businesses are earning more. When people are paid well, they are more likely to work. More workers means more tax revenue. More money earned means better quality of life.
End property tax – If people don’t own their home after its paid for they are essentially serfs to the government that is taxing them. In many cases this is a duplicative tax if it was paid for after income taxes were removed from their pay. This unfairly targets the retired and those with limited incomes. If funds are still needed collect the tax in a way that is fair and reasonable.
Reconfigure how taxes are determined.
Determine what is essential for the nation/state/city or town to function successfully. This will be the base tax. If you want to be completely fair make it a flat tax. Be mindful that businesses will pass their taxes along to customers. If you tax them more, their customers will have to pay extra.
Decide if special taxes for special items is fair and reasonable. As an example if tobacco has an extra high tax, is it fair and reasonable? It is done to discourage use, but is it the governments place to decide what people should and shouldn’t do? While most people would be okay with a tobacco tax because they don’t use it, you should decide where the line is for government interference in the lives of the public that it is supposed to be serving.
For controversial or special projects not related to the functioning of the country/city/state allow for opt in. As an example funding for Planned Parenthood, money for transgender studies in the middle east, money for grants for modern art, money that goes to foreign wars… These can be added to the form that delineates withholdings. Anything that isn’t essential for the functioning of the nation/state/city or town should go on this form so that people can choose to fund special projects or not. The projects should be listed separately and the percentage of the income or a flat amount should be decided by the tax payer. These can be added to the form as needed and notice sent out about their presence so that people can opt in when it is available to do so.
Provide a breakout of how the tax money is used. Be sure to include how much is administrative. People should know where their money goes and have the opportunity to comment on it. This will encourage efficiency and display transparency.
Economy
You are at a point where decisions need to be made. Most of your current management is less than adequate. Consider recalling or voting these people out. Replace them with people that have practical experience budgeting and/or running a business.
Money
The FED is privately owned not federally owned. You should decide if this is in your best interest. This is worth looking into.
